Position Summary
The compliance and continuous quality improvement (CQI) specialist is responsible for transforming service-level data into outcome and impact measures that drive CQI across all programs. This role is also responsible for data collection, analyses, ongoing monitoring, assessments, generating monthly reports, training, and reporting on program activities of Head Start Preschool, Early Head Start, and AVANCE’s support programs. The compliance and CQI specialist works closely with the director of compliance, planning, and research to apply research models for measuring impact across all agency programs. Additionally, the compliance and CQI Specialist must be well-versed in federal, state, and local regulations concerning data collection, storage, and use. The position requires collaboration with program staff to accurately report service outcomes and engagement with external entities to stay informed about trends in data analytics, research, and program evaluation. The Specialist also provides support to various departments in analyzing data to produce reports for the agency and its funders.
Job Function
Monitoring
1. Conducts scheduled monthly monitoring at assigned AVANCE and Delegate Agency sites.
2. Periodically, reviews and revises monitoring tools, as needed, to meet regulatory changes
3. Coordinate the review and synthesis of monitoring forms, summarize findings, and share same with the director of planning, compliance, and research, executive team, other staff, and stakeholders, as applicable.
4. Assists with formulating and implementing various quality control procedures.
5. Assists with coordinating the annual Self-assessment, including the writing, and monitoring of corrective action plan(s).
Research & Assessment
6. Conducts literature reviews as necessary to contribute to reports or grants
7. Conducts surveys, interviews, and focus groups, to evaluate program outcomes
8. Assists with preparing materials for submission to granting agencies and foundations
9. Summarizes research and project results by creating fact sheets, reports, graphs, and tables
10. Prepares reports, and presentations, as required.
11. Prepares documents and makes presentations to staff and other stakeholders as directed.
12. Participates in data collection for the annual report and Program Information Report (PIR).
13. Conducts quantitative and/or qualitative analysis of research data using available statistical packages and techniques.
14. Assists in researching and analyzing community-wide needs assessment data for use in program planning.
15. Analyzes pre and post-assessment information obtained from each participant at enrollment and upon exiting the program.
16. Keeps abreast of knowledge of agency’s needs, regulations governing various funding streams, and expected outcomes.
17. Attends meetings with investigators/researchers and other workgroups as required.
Education
Required: Bachelor’s degree in Public Health, Behavioral Sciences, Human Services, Early Childhood Education, or any relevant degree with a focus on social science research.
Preferred: Master’s degree or higher in Behavioral Sciences with strong background in research, Human Services, Early Childhood Education, Public Health or related field.
Experience
Required: Two (2) years of experience in planning, research, implementing and/or administering public or non-profit programs, measuring outcomes and services for children and families or other community services
Preferred: One year of program management, monitoring and managing research, designing outcome measures, experience in public or non-profit organization, and services for children and families or other community services
