GENERAL STATEMENT OF DUTIES

Performs managerial and administrative work in planning and implementing a health education program.

DISTINGUISHING FEATURES OF THE CLASS

Employees in this class provide leadership and direction to other community health educators in developing, organizing, and implementing a health education program to help meet the particular needs of the community.  Work includes providing overall direction and liaison to division managers, projecting and providing resources for program development, monitoring and evaluating program accomplishments and assuring that community needs are being met, and providing input into program and policy directions.  Work requires a broad knowledge of the health education fields, comprehensive knowledge of community resources, and leadership and supervisory skills.  Work is performed under the general supervision of a higher-level program manager and is reviewed through conferences, reports, observation of program activities completed, and feedback from groups receiving the services.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

This position will implement programming to impact system level change in perinatal health.  Specifically, the employee will oversee:

  • Community-wide implementation of an infant safe sleep collaborative, ensuring community level shared messaging, safe sleep education, follow-up survey implementation and outcomes reporting across multiple agencies.
  • Root cause identification of late/no prenatal care reporting at the state level by working with physician offices across the county.
  • Leading with the Program Manager, the implementation of the Thriving Hearts grant implementation in Guilford County, a Patient-Centered Outcomes Research Institute (PCORI) grant with the overarching goal to implement a multi-level intervention through local health departments to create the conditions for mothers and birthing people to not only survive pregnancy, but to thrive.  There are three grant components: 
    • Mama Hearts: LHDs work with maternity clinics in their county to optimize cardiometabolic health through person-focused, holistic care among pregnant people at risk of hypertensive disorders in pregnancy. 
    • Healing Centered Engagement: Use healing-centered care trainings for staff at the LHD and throughout the county to address compassion fatigue and burnout among maternity health team members, enabling person-centered, respectful care. 
Loving Connection: Community Health Workers in LHDs provide proactive outreach and ongoing support, connecting pregnant people with resources to address health-related social needs and foster social cohesion to reduce stress and enable maternal health.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities
• Considerable knowledge of the principles and practices of public health and public health education activities.
• Considerable knowledge of the general statutes, rules, and regulations affecting the assigned health education program.
• Considerable knowledge of modern educational theory and 'techniques in the field of public health education.
• Considerable knowledge and skills in the approaches, methods, and techniques for designing and implementing promotional and informational literature, displays, and resource materials.
• Considerable knowledge of management, budgeting, and administrative support practices.
• Ability to plan, organize, supervise, and implement programs through other professional personnel.
• Ability to be innovative and creative in developing public health education activities.
• Ability to work effectively with a variety of people on all educational levels.
• Ability to develop and maintain effective working relationships with community agencies, private organizations, public sector groups, news media, and the general public.
• Ability to write and speak effectively and to stimulate interest and cooperation among various groups in implementing a public health education program.

Typical Qualifications

Minimum Qualifications:

Master's degree in public health education or public health ; or graduation from a four-year college or university with a major in health education and two years experience in public health education or a related field; or graduation from a four-year college or university and three years experience in public health education.


Preferred Qualifications:

Master’s Degree in public health education or public health; or graduation from a four-year college or university with a major in health education and two years’ experience in public health education or a related field; or graduation from a four-year college or university and three years’ experience in public health education.  

Supplemental Information

May Require Driving 
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions.   Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
